Decca Development Corporation provides a comprehensive array of facilities management services in the Washington, DC metropolitan area. Decca Development Corporation is currently seeking a Director of Mechanical Services to provide technical oversight of the activities for our mobile response unit.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Operations & Maintenance Leadership
· Direct day-to-day operations of mechanical systems (HVAC, boilers, chillers, plumbing, fire suppression, BAS/controls) across the facility portfolio.
· Develop, implement, and continuously improve a preventive and predictive maintenance program, leveraging CMMS platforms (Maximo, Archibus, or equivalent).
· Ensure compliance with applicable building codes, fire/life safety regulations, OSHA requirements, and federal/local environmental standards.
· Manage emergency response protocols for mechanical system failures; ensure 24/7 on-call coverage.
Capital Planning & Project Management
· Lead multi-year capital improvement planning for mechanical infrastructure, including lifecycle cost analysis and deferred maintenance prioritization.
· Serve as owner’s representative for mechanical design, renovation, and replacement projects; manage A/E consultants, general contractors, and commissioning agents.
· Oversee design review, construction administration, and commissioning for major HVAC, chiller/boiler, and BAS upgrade projects.
· Ensure projects are delivered on time, within budget, and in full compliance with applicable standards (GSA P-100, UFC, ASHRAE, local codes).
Energy Management & Sustainability
· Direct the organization’s mechanical energy efficiency program; identify and implement ECMs through ESPC/UESC or capital funding mechanisms.
· Conduct or commission ASHRAE Level I–III energy audits and retro-commissioning studies; track and report on energy savings and utility consumption.
· Support sustainability and green building goals, including LEED, ENERGY STAR, and local benchmarking compliance.
Contracts & Vendor Management
· Develop scopes of work, manage competitive procurement, and administer service and maintenance contracts in accordance with FAR, state, or local procurement requirements.
· Monitor vendor SLA compliance; implement KPI tracking and performance dashboards.
· Manage relationships with mechanical contractors, equipment manufacturers, and technical service providers.
Team Development & Administration
· Recruit, develop, and evaluate a high-performing team of engineers, project managers, and trades professionals; manage union labor relations where applicable.
· Develop and manage divisional budget; prepare regular reports and briefings for executive leadership and governing boards.
· Collaborate with school principals, agency heads, public works directors, and other stakeholders to align mechanical services with operational needs.
QUALIFICATIONS:
EDUCATION and/or EXPERIENCE:
- Bachelor’s degree in Mechanical Engineering or closely related field from an accredited institution.
- Professional Engineer (PE) license preferred; candidates with a qualifying engineering degree and demonstrated senior-level mechanical systems experience will be considered.
- Minimum 12 years of progressively responsible experience in mechanical systems engineering and/or facility management, with at least 5 years in a senior leadership role.
- Demonstrated experience managing large, multi-site facility portfolios in a public-sector environment (K–12 schools, municipal government, or federal agencies strongly preferred).
- Proven track record overseeing multi-million-dollar O&M budgets and capital improvement programs.
- Experience with public procurement processes (FAR, state/local procurement regulations).
- Proficiency with CMMS platforms (Maximo, Archibus, FM:Interact, or equivalent).
PRFERRED QUALIFACTIONS:
- Certified Energy Manager (CEM) — Association of Energy Engineers.
- Certified Facility Manager (CFM) — IFMA.
- LEED AP or equivalent green building credential.
- Commissioning Authority (CxA) certification.
- Graduate degree in Engineering, Facilities Management, or Public Administration.
- Experience with IAQ investigations, mold remediation, and indoor environmental quality programs.
- Familiarity with GSA P-100 Facilities Standards and/or Unified Facilities Criteria (UFC).
- Experience managing unionized workforces (AFSCME, IUOE, IBEW, or similar).
